Many applicant organizations like to conduct internal reviews of a proposal before the proposal can be released for submission, and in some cases, even prepared. With the increased emphasis in the Office of Management and Budget’s (OMB’s) uniform guidance for performance and accountability (§200.301, §200.328), many nonfederal entities are taking a closer look at all the functions in its organization that would be affected by the proposal, if awarded.
